Magellan Health Services Sr. Pricing Analyst - Remote in United States

Experience with Propricer

Responsible for the preparation of cost proposals for new and recompeted work and task/delivery/call orders spanning all contract types in a government contracting environment. Must be able to function independently in a fast-paced proposal environment and collaborate with cross-functional teams to develop compliant pricing and adhere to schedules.

  • Interprets/adheres to Cost Estimating System Manual.

  • Interprets/complies with Cost Accounting Standards and Disclosure Statement and Federal Acquisition Regulation (FAR).

  • Supports the strategic initiatives set by the leaders in Pricing.

  • Determines and/or collaborates to recognize or identify financial risks and/or to mitigate financial risks.

  • Creates/maintains audit-ready files within designated departmental repository and supports audits as needed.

  • Manages assigned tasks with general to minimal oversight; may seek guidance balancing priorities

  • Uses process and project management skills regularly; develops/adheres to proposal schedule for pricing requirements; ensures all assigned proposals are completed on or before the due date.

  • Uses moderate critical thinking skills to identify business problems and generate viable solutions.

  • Conducts thorough review of solicitation documents and interprets requirements.

  • Reviews proposal deliverables and ensures compliance with content and format requirements.

  • Delivers Pricing reviews to leadership for assigned proposals.

  • Demonstrates strong ability to classify cost types and correctly apply indirect loads (cost adders) to bases.

  • Produces General Services Administration (GSA) Schedule pricing, Indefinite Delivery, Indefinite Quantity (IDIQ) pricing, and Firm Fixed Price (FFP) pricing.

  • Produces Competitive Range (CR), Cost Plus Fixed Fee (CPFF), Cost-Plus-Incentive Fee (CPIF) and/or Cost Plus Award Fee (CPAF) pricing.

  • Models cost and price in parallel (for other than cost-based bids) with general guidance and assistance.

  • Gathers and incorporates information needed to price travel with assistance rarely required.

  • Independently develops Word format cost narratives and PowerPoint format review slide decks for assigned bids.

  • Provides peer review of cost/price models and narratives as needed.

  • Conducts business with integrity and protects proprietary company information.

  • Communicates honestly about one's own desire for growth and takes initiative to identify opportunities to strengthen skills.

Responsibilities

Bachelor’s degree in Business or closely related field.

Minimum of 7 years' relevant business experience (contracts, finance/accounting, or business development) with 5+ years of experience in government contracting pricing/cost estimating (industry side) including complex bids.

Experience in cost volume and proposal development with demonstrated ability to understand customer requirements, to apply contracting principles and produce high quality proposals including a basis of estimate (BOE) and price narrative.

May consider additional experience in lieu of degree.

Exceptional attention to detail with strong Excel skills and good working knowledge of Word, PowerPoint, Outlook.

Knowledge of Cost Accounting Standards and strong working knowledge of Federal Acquisition Regulation (FAR).

May be required to work outside of traditional office hours (e.g., evenings, weekends) to support business needs.

Ability to speak, read and write English fluently (all business is conducted in English).

Salary Range

Salary Minimum:

$77,785

Salary Maximum:

$124,455

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Actual pay will be adjusted based on an individual's skills, experience, education, and other job-related factors permitted by law.
