Food and Drug Administration Management Analyst in Silver Spring, Maryland

Summary This position is located within the Food and Drug Administration (FDA), Center for Drug Evaluation and Research (CDER), Office of Management(OM), Division of Management Services (DMS), and Human Capital Management Branch (HCMB). The office is located in Silver Spring MD. This position is remote-within the local commuting area. If selected, you must reside in the local commuting area and will have to report to an FDA worksite on an irregular basis. Responsibilities Provide advice to Managers and program staff with regards to staffing issues and position management. Develop and maintain the Center’s hiring plan to include tracking demographic data and gains/losses across the Center to analyze staffing and position management trends. Develop and implement tracking tools to perform analysis on human capital functions to assist in improving the hiring and retaining of existing workforce. Work as a liaison between the Hiring Manager, program offices and Center Human Capital Director staff regarding position establishments, late actions and other request. Serve as a Human Capital Analyst and work in conjunction with the Center’s program staff and Human Resources Center to facilitate human resources program analysis, position management, and other operational human resources issues. Requirements Conditions of Employment Qualifications The position of Management Analyst falls under the 0343 occupational series. To qualify for this position at grade GS-13, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/22/2024. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Specialized Experience. You must have one year of specialized experience equivalent to the GS-12 grade level in the federal service which includes: 1) providing advisory services on the full range of concepts, principles and practices of position management and classification activities; 2) providing in-depth consultation and advisory services to managers, customers, and employees on human capital activities; and 3) interpreting policies and processes to analyze/resolve human capital issues. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
