The Opportunity

The Employ Activity will focus on equipping the Cambodians emerging workforce with job skills that are tailored to sectors that will drive inclusive economic growth and diversification over the coming decade. Working with local partners such as NGOs, private businesses, universities, and vocational training institutions, Employ will emphasize improving the capabilities of women and youth in science, technology, and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology, and manufacturing, among others.

As the Technical Lead Private Sector Engagement, you will support the Chief of Party (COP) and Deputy Chief of Party (DCOP) to identify and engage private sector actors and strengthen Cambodia’s workforce using private sector-led solutions and learning models that are gender sensitive and incorporate positive youth development principles. You will design and implement activities that engage private sector employers to: support upgrading of curricula to respond to industry needs, strengthen skills for future jobs, support upskilling of employees, and provide on the job learning models such as internships. You will strengthen linkages between private sector actors, government, and educational institutions. You will ensure private sector engagement activities remain on schedule with the approved workplan to meet or exceed project results. You will liaise with key stakeholders, including youth and women, private sector, NGOs, universities, vocational training institutions, and key government entities. You will develop and compile quarterly and annual reports on relevant activities. This role requires previous experience working in Cambodia’s private sector.

Core Responsibilities

  • Provide technical leadership and oversight for Private Sector Engagement activities.

  • Design, develop, and implement sustainable initiatives with private sector and other stakeholders that promote skills development of Cambodian youth and women and upskilling of Cambodia’s current workforce.

  • Build and advance productive working relationships with private sector.

  • Strengthen collaboration between private sector, government, and educational institutions.

  • Directly supervise and contribute to the successful implementation of activities designed to meet Employ objectives, ensuring interventions reflect high technical quality and international best practices.

  • Promote gender, equity, and social inclusion, as well as Positive Youth Development principles.

  • Adapt activities as necessary to respond to evidence-based learning and changing circumstances.

  • Support the development and review of project work plans and reports.

  • Other duties as assigned.

What We Value

  • Bachelor’s Degree and 9 years of relevant experience, or Master’s Degree and 7 years of relevant experience.

  • Demonstrated experience engaging private sector businesses in Cambodia.

  • Demonstrated understanding of the challenges that graduating students face with finding employment, the skills gap, and opportunities to close the gap.

  • Demonstrated creativity and willingness to test new innovative approaches

  • Demonstrated knowledge and expertise in the implementation of projects with a focus on private sector engagement, universities/vocational training institutions, youth and women.

  • Strong leadership and collaboration skills.

  • Strong written and oral communication skills, including fluency in Khmer and English.

  • Demonstrated ability to be flexible and respond to emerging opportunities and overcome barriers.

  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
