Role description:

As the Program Controls Director for our heavy civils program which includes, rail, tunnel and rail systems elements, you will be responsible for overseeing all aspects of program controls, including cost management, scheduling, risk management, and performance reporting. You will play a critical role in ensuring effective project oversight, adherence to project plans and budgets, and timely delivery of project milestones. Your expertise in program controls combined with your leadership skills will be instrumental in supporting the successful execution of the project and achieving key objectives.

Role accountabilities:

  • Develop and implement cost management processes and procedures to accurately forecast, track, and control project costs throughout all phases of the project.
  • Establish project budgets, monitor expenditures, and analyze variances to identify cost-saving opportunities and mitigate cost overruns.
  • Prepare regular cost reports and financial forecasts for project stakeholders, highlighting key cost drivers, trends, and potential risks.
  • Lead the development and maintenance of project schedules, ensuring alignment with project milestones, objectives, and deliverables.
  • Conduct schedule analyses, identify critical paths, and implement schedule optimization strategies to mitigate delays and minimize project duration.
  • Collaborate with project teams to integrate schedule updates, changes, and adjustments into project plans in a timely and efficient manner.
  • Implement robust risk management processes and tools to identify, assess, and mitigate project risks and opportunities.
  • Work closely with project teams to develop risk registers, mitigation plans, and contingency measures to address potential threats to project success.
  • Monitor and track the status of identified risks, escalate critical issues, and provide recommendations for risk mitigation as needed.
  • Develop and maintain performance reporting systems to track project progress, performance metrics, and key performance indicators (KPIs).
  • Generate regular performance reports and dashboards for project stakeholders, providing insights into project status, accomplishments, and areas for improvement.
  • Present performance reports to project teams, clients, and senior management, facilitating data-driven decision-making and continuous improvement efforts.
  • Establish quality assurance processes and controls to ensure that project deliverables meet or exceed industry standards and client expectations.
  • Conduct regular quality reviews and inspections to identify deviations from quality requirements and implement corrective actions as necessary.
  • Collaborate with project teams to integrate quality considerations into project planning, execution, and monitoring activities.

Qualifications & Experience:
  • 20 years of experience in program controls, project management, or related fields, with specific experience in heavy civil construction projects.
  • Bachelor's degree in Engineering, Construction Management, Business Administration, or related field. Master's degree preferred.

Preferred Qualifications:
  • Strong proficiency in program control principles, methodologies, and tools, including cost management, scheduling, risk management, and performance reporting.
  • Excellent analytical and problem-solving skills, with the ability to interpret complex data, identify trends, and provide actionable insights.
  • Advanced proficiency in project management software and tools (e.g., Primavera P6, Microsoft Project, Earned Value Management systems).
  • Exceptional communication and interpersonal skills, with the ability to effectively interface with multidisciplinary teams, clients, and senior leadership.
  • Certification in project management (e.g., PMP, CAPM) or relevant professional certifications (e.g., CCP, PSP) preferred.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $160, 000 - $190, 000.
