Senior Manager, Human Resources


This role will be responsible for HR Business Partnering for Carmichael International – an APL owned customs broker and freight forwarder. It is one of the largest customs brokerage, trade compliance and consulting specialists in North America. In addition this role will be responsible for APL’s West Coast Contract Logistics Services (CLS) Warehousing facilities.

This position will have broad responsibility for HR Business Partnering, Labor and Employee Relations, including the execution of all programs and activities. It is a business-facing role and heavily execution oriented. This position will foster partnerships across the regional organization to deliver value added service to management and employees that reflect the business objectives of the organization.

Key areas of focus include: employee and labor relations, employee communications, recruiting, compensation, benefits, workforce planning, performance management, employee development, safety processes and employment documentation. Acting as an employee champion and change agent, the individual will also support change processes and large scale interventions that support rapid change and ensure that human, financial and information resources are aligned.

Key Accountabilities:

This position is responsible for, but not limited to, the following:

  • Manages core human resource processes including employment, labor and employee relations, compensation, benefits, performance management and workforce planning.

  • Manages the execution of employee relations plans and policies including the management of the internal processes associated with investigations of employee complaints; investigation of safety incidents; and participating in the development and delivery of field training for management and staff to ensure positive employee relations.

  • Communicates and implements labor relations strategy, ensuring equitable and consistent application of Collective Bargaining Agreements.

  • Consults with Sr. HR Manager North America and local area management regarding interpretation and administration of human resource policies ensuring compliance with applicable state/federal statutes and regulations. Advises on the local application of the National Labor Relations Board, Labor Management Relations Act and OSHA Compliance.

  • Participates in the development of the recruitment strategy and interviewing for key hires.

  • Coordinates, partners and delivers vendor and/or Company developed training courses for employees; to include union avoidance, unfair labor practice issues, employee relations, and protected and concerted activities.

  • Develops and implements policies and processes to support both our union and non- union facilities.

  • Plans, participates in, and evaluates special projects requiring coordination of activities across departmental and functional lines, to include the responsibility of project leadership over other professional and technical staff.

  • Creates communications to educate market and improve understanding of program features for all employees and HR staff.


  • Bachelor’s degree in Labor Relations, Human Resources, Public Administration, Business, Communications or other related field or equivalent work experience.

  • Minimum of 6-8 years’ related experience in human resources, labor negotiations and operations. Some managerial experience would be beneficial. A mix of HR Business Partnering and specialist Labor Relations experience would be ideal.

  • A background in the Warehousing/Logistics industry, ideally 3PL

  • Strong understanding of traditional HR tools: staffing, organization design, performance management, HR measurement and legal compliance.

  • Some Safety & Physical Security experience would be desirable.

  • Proven ability to provide HR support to business leaders within a business unit or functional organization.

  • Able to work closely with the North American HR team to develop effective HR strategies to address the professional development, retention and hiring of talent.

  • Ability to participate and contribute to organizational structures and work processes.

  • Experience working with management around the execution of Human Resources initiatives, important to driving business results.

  • Knowledge of the business value chain that links market demand with internal supply.

  • Understanding of workforce demographic issues/trends.

  • Experience negotiating agreements and/or reaching consensus with diverse and disparateinterests.

  • Ability to anticipate ER issues and signals so that these can be pre-empted and proactively handled.

  • Must be an effective, clear and persuasive oral and written communicator in group settings and one-on-one interactions.

  • Ability to resolve conflicts and gain cooperation among competing interest groups.

  • Must have California Experience Labor Law Experience
