Business Unit Overview:

BlackRock’s Finance function consists of professionals in disciplines such as Controllers, Financial Planning & Analysis (“FP&A”), Treasury, Tax, Finance Controls, Sourcing and Vendor Management, and Management Information Initiatives. Finance Controls is a global team with a presence in New York, Princeton (New Jersey), Atlanta (Georgia), Edinburgh and Budapest.

The TCR team, as part of Finance Controls, work closely with external auditors and stakeholders across BlackRock to evaluate key technology infrastructure and systems globally which directly support BlackRock’s internal controls over financial reporting (Sarbanes-Oxley (“SOX”) §404) and Service Organization Reporting (“SOR”) and ensure that the technology controls are appropriately designed and operating effectively. For SOX related controls, TCR performs internal technology testing activities on behalf of BlackRock management. For SOR requirements, TCR provides coordination and oversight of the documentation and testing of technology controls included within those service organization reports.

Job Purpose/Background:

The successful candidate will help ensure compliance with SOX and SOR requirements for technology controls. They will provide an organized and effective approach to evaluating, documenting and testing controls to support the SOX compliance process as well as ensure that service organization reports are coordinated for testing to be completed by service auditors timely and effectively.

On a regular basis, TCR provides status updates and discusses SOR and SOX related topics with senior management. TCR actively works with colleagues across a multitude of functions (e.g., Finance, Human Resources (“HR”), Technology) and coordinates with various control disciplines (e.g., Service Organization Reporting, Financial Controls Reporting, Internal Audit, Technology Risk Management) to provide effective enterprise-wide risk management. The role will require the individual to think and act strategically as the team continuously responds and adapts to a dynamic corporate environment.

A successful candidate will develop strong relationships across BlackRock, develop a broad understanding of the technology environment and products utilized to support services offered by BlackRock, develop a strong understanding of internal controls and deliver value-added services and recommendations to strengthen the risk and control environment.

Key Responsibilities:

  • Assist in the oversight and coordination for delivery of service organization reports globally

  • Work with the technology stakeholders and external service auditors to enhance SOR content, update report details and provide relevant documentation to the service auditors

  • Support the implementation of a coordinated approach by participating in walkthroughs with technology executives, recommending potential control enhancements and conducting follow-up in preparation for the annual service organization report/SOX reviews

  • Understand internal SOX requirements and assist the technology teams in maintaining processes and functions to help ensure compliance with such requirements

  • Evaluate key technology risks relevant to financial reporting processes, effectively articulating risk issues to various stakeholders and proposing changes in control design to address risks efficiently

  • Support the execution of BlackRock’s global SOX program including IT risk scoping, segregation of duties analysis, testing of IT general controls, performing remediation testing, and reporting to key stakeholders across the company

  • Coordinate the day-to-day follow-up with service auditors during their fieldwork to ensure projected timelines are met

  • Coordinate and collaborate with other risk and control functions to evaluate the impact of their work on the technology environment and controls and coordinate efforts with them as appropriate

  • Demonstrate knowledge of professional IT standards/practices and apply knowledge in performing work

  • Effectively communicate both internally and externally to build positive relationships and understand key aspects of services provided to clients

  • Assist other individuals within the control function, including Financial Controls Reporting and Service Organization Reporting

  • Participate in ad-hoc projects and provide expertise and insights from a risk and controls perspective

Experience and skill sets:

  • Bachelor’s degree in Finance, Information Systems, Accounting or a related field

  • Professional qualification preferred (e.g., CPA, CISA, CISSP) or in-progress

  • 3 - 5 years of prior IT audit experience

  • Ability to develop effective working relationships with technology and risk and control functions

  • Strong knowledge of Microsoft Office suite (e.g., Excel, Word, PowerPoint)
