Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for an Office Assistant 1 position in the New York State Archives. The New York State Archives houses and makes available historical records created by state government agencies. This position will be assigned to the Researcher Services Unit. Researcher Services supports research and provides access to records for the public and agency staff by email, telephone and in person. Under the direction of an Archives and Records Management Specialist 2, the Office Assistant 1 will perform data entry, rehouse records, assist with record pickups from state agencies and off-site storage facilities and participate in the daily pulls of boxes for staff and patron use. Regular off-site retrievals of records may involve driving a state vehicle such as a mid-sized van. The position provides opportunities for teamwork in a friendly, productive environment. Training will be provided. Additional duties include but are not limited to:• Enter data and information into and retrieve data and information from systems, including Microsoft Office.• Perform office assistance tasks such as verifying accuracy of information, rehousing and creating labels. • Scan and photocopy records for customers on deadlines, up to approximately 200 pages/day.• Staff the 11th floor public reception desk on a weekly schedule, provide information and assist with registration. Refer inquiries as necessary.• Assist with on-site and off-site box retrievals, movement and refiling. This work may occasionally involve the use of electronic pallet jacks for large quantities of records. Use barcode scanners to record movement of boxes. Some boxes may weigh as much as 30 pounds.• Contact state agency staff for record pickups via email and telephone and assist with record pickups using a state vehicle.• Send mailings to patrons via FedEx and USPS; track and file paperwork.• Perform clerical tasks as assigned to support the efforts of Archival Services and the New York State Archives

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent competitive appointment, a contingent permanent non-competitive appointment, or a temporary provisional appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Provisional candidates must take the examination for Office Assistant 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position leads to a maximum salary of $43,521 based on annual performance advances.
