Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity and applicants will be appointed to the appropriate level* based on their experience and education. Required experience: professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. Master's and higher-level degrees may substitute for one year of required experience. *Contract Management Specialist level requirements:• Contract Management Specialist Trainee 1 (equated to SG-13): bachelor or higher degree. • Contract Management Specialist Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.• Contract Management Specialist 1, SG-18: bachelor or higher degree and two years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Duties Description • Purchase items and resources in accordance with New York State Procurement guidelines and contracts.• Responsible for auditing and assisting in timely monthly reconciliation of purchasing charges and travel charges.• Perform various transactions in the Statewide Financial System (SFS) including purchasing, receiving, accounts payable, accounts receivables and asset management.• Liaison with OGS Surplus and building management on behalf of Design and Construction.• Estimate dollar values and assign workorders on unit price contracts.• Assist in the management of tracking professional services contracts.• Provide guidance, technical assistance, and training as needed to facilitate the procurement process, ensuring internal controls and procurement guidelines are met. • Assist in the development, implementation and maintenance of office policies and procedures relating to procurement and contract management.• Mange and initiate the scheduling of required software purchases.• Administer escrow accounts on behalf of multiple client agencies – to include monthly accounting and reconciliations, responding to inquiries and questions, and serving as the point of contact.• Develop and maintain an effective working relationship with programs, vendors, and administration. • Work independently on tasks assigned by Supervisor. • Coordinate with supervisor to prioritize workload.• Perform other duties as assigned.

Additional Comments Notes:*There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
